The National Institute of Neurological Disorders and Stroke (NINDS) established and funded the National Institutes of Health (NIH) StrokeNet to implement small and large scale multisite exploratory and confirmatory clinical trials focused on stroke prevention, treatment, and recovery, as well as validation studies of biomarkers or outcome measures. The StrokeNet currently has a network of 27 regional coordinating centers, involves approximately 500 hospitals across the United States and serves as the infrastructure for new potential treatments for patients with stroke and those at risk of stroke. The Stroke Central Atlantic Network for Research (SCANR) Regional Coordinating Center is one of the 27 RCCs within StrokeNet .

Based in Washington, DC, Maryland, and Virginia, SCANR is part of the 27 StrokeNet regional centers across the U.S. SCANR is currently composed of 13 academic center hospitals: MedStar Washington Hospital Center, MedStar National Rehabilitation Hospital, MedStar Georgetown University Hospital, MedStar Franklin Square Medical Center, George Washington University Hospital, University of Maryland, University of Virginia, INOVA Fairfax, Fralin Biomedical, Carilion Clinic, Virginia Commonwealth University, Virginia Hospital Center and Richmond VA.
